Philip Carlton Williams, JD, MPH, PhD, earned his law degree at Columbia University and his master’s and PhD degrees at the University of North Carolina at Chapel Hill. After practicing corporate and general practice law for 15 years—including a stint as Administrative Vice President and Counsel for Sea World, Inc.—he returned to academia, bringing the approach of an experienced lawyer to his research and teaching in the field of health policy and administration. He was appointed Assistant Vice President for Academic Affairs at Gardner-Webb University in Boiling Springs, N. C. in 2001, Vice President for Academic Affairs at Methodist University in Fayetteville, N. C. in 2003, and President of the University of Montevallo in Montevallo, Alabama in 2006. From 2010 until 2017 he served as President of McNeese State University in Lake Charles, Louisiana. During his academic career, Dr. Williams was honored by the North Carolina State Conference of the American Association of University Professors (NC-AAUP) for “courageous and steadfast academic integrity.” He represented public universities in two states on the Council of State Representatives of the American Association of State Colleges and Universities (AASCU). He served on peer review accreditation committees, both off-site and on-site, for the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). He served on the Board of Directors for the Gulf South and Peach Belt Conferences at the NCAA Division II level and for the Southland Athletic Conference at the NCAA Division I level, while also serving on local and regional civic, business, and non-profit boards. He has received both the Community Service Award and Chairman’s Cup Award from the Lake Charles, Louisiana Convention and Visitors Bureau. Dr. Williams is now retired and lives in Vancouver, Washington with his wife, Sandra.
